Reports from NASA indicate that they didn't actually have to use the "improvised hacksaw" to remove the protruding gap fillers from the shuttles belly, but they have provided a photo of the tool (full resolution here), which clearly shows that the improvisation involved the use of duct tape! So while they may not have followed my previous advice, my faith in NASA's engineers is nonetheless restored! :-)
