Barack Obama's choice of Joe Biden as running mate didn't surprise me much. In fact, I can honestly say that I anticipated it more than 30 years ago.

I can't remember whether it was 1977 or 1978. In both of those years, I went to Washington, DC with a group of students from my high school to an event that brought together kids from seveal hundred schools with an interest in history, politics and international affairs. During one of those events, Senator Biden, then a freshman and the youngest Senator, gave the keynote address. I don't remember exactly what he talked about, though I'm sure that leadership was a major theme. I can only remember that my friends and I were very impressed, and we concluded amongst ourselves that someday we would see him running for President.

By 1987, when Biden was set to announce his candidacy for the Democratic Party nomination, I had been living in New Hampshire through several election cycles but I had never attended any political events. As many candidates did, he came to New Hampshire for his formal announcement. He did several events in one day, and I attended the one here in Nashua. I even managed to spy the back of my head on TV on the network news coverage that night. (I had a lot more hair then.) I was fully prepared to support him that year. If his candidacy hadn't imploded, I'm sure I would have volunteered for his organization.

That was more than twenty years ago. (It's really hard to believe that.) He ran again this year, and again I was impressed by his abilities and his positions on issues -- and not just by his foreign policy expertise. I was not impressed, however, by his ability to generate meaningful support for his campaign. Back in January, I wrote that he'd make a great Secretary of State. I believe he'll be a great Vice President.
